The high number of mutants in Japan is related to the atomic bombs. It is not, however because the radiation caused more mutations but rather because many mutants have an advanced healing factor and thus did not succumb to radiation poisoning. Those mutants went on to procreate. This coupled with the number of humans who die radiation poisoning or the cancer it causes lead to the higher than average mutant population.
