Please never blame women or other people for not speaking up if something makes them uncomfortable. I can’t count the number of times I’ve stayed quiet because I was outnumbered, or because the person making a joke had power over me, or because I didn’t have the spoons to get into an argument about something.

Yeah, it’s not a simple right-or-wrong decision. There are a lot of factors to weigh, personal safety being one of them.
